Shannon Spurlock

Shannon Spurlock is the founder and principal of Ochotona Consulting; she earned in Masters in Nonprofit Management and has a passion for organizational development, policy advancement, and community and government relations. She has in-depth experience in creating community-driven food systems and thrives when working with stakeholders to identify and promote share program and policy priorities. This is how she came to work with and love water reuse. Beginning in 2013, Shannon began building statewide support to expand the allowed applications of recycled water in Colorado's Regulation 84 to include edible food crops so that agriculture in urban areas would have a sustainable irrigation source. After more than six and a half years, the rules to allow this new use went into effect in early January 2020.
