Vélez is a graduate of the School of Agronomy of the Loyola Polytechnic Institute (IPL), with specialized studies in agro-industry carried out in Italy. In addition, he has a degree in Law from the Autonomous University of Santo Domingo (UASD) and is a master's degree in Senior Management of Political Parties from the Santo Domingo Catholic University (UCSD). During his career, he has played important roles. In the educational field, he worked as a professor of agricultural subjects at the Loyola Polytechnic. Likewise, he has dedicated most of his professional life to the development of agricultural projects and to the analysis of their technical and economic viability. In 2008, she gained international experience working as part of the coaching staff for an agro-industrial development project in Nigeria, Africa. Since January 2021, he has been part of the Water Cabinet of the Dominican Republic and in April of the same year he was appointed as Executive Director of the Commission for the Promotion of the Technification of the National Irrigation System.
